Contract Bylaw Enforcement Officer
The Town of Oxbow is seeking a qualified Contract Bylaw Enforcement Officer to provide enforcement services in accordance with The Municipalities Act, and municipal bylaws.
The successful contractor will work independently while maintaining a professional, consistent, and fair approach to bylaw enforcement, with an emphasis on education, compliance, and public safety.
This position is a contracted service and does not create an employee–employer relationship.

Duties and Responsibilities
  • Enforce municipal bylaws enacted under Saskatchewan legislation, including but not limited to:
  • Community standards and nuisance bylaws
  • Traffic, parking, and property maintenance bylaws
  • Animal control and noise bylaws
  • Conduct patrols, inspections, and investigations in response to complaints
  • Educate residents and property owners on bylaw requirements and compliance expectations
  • Issue warnings, notices of violation, municipal tickets, and orders as authorized
  • Prepare clear, accurate reports, inspection records, and enforcement documentation
  • Provide evidence and attend Provincial Court, if required
  • Work cooperatively with municipal administration, Council, RCMP, and other agencies
  • Maintain confidentiality and professionalism in all interactions with the public
Qualifications & Requirements
  • Certification or training in bylaw enforcement, municipal compliance, law enforcement, or a related discipline will be considered and asset
  • Experience issuing municipal tickets and preparing court documentation will be considered asset
  • Strong communication, conflict management, and problem-solving skills
  • Ability to work independently with minimal supervision
  • Strong written skills for reports and court-related documentation
  • Valid Saskatchewan Class 5 driver’s license and access to a reliable vehicle
  • Ability to provide a satisfactory Criminal Record Check (Vulnerable Sector may be required depending on duties)
  • Contract Terms
  • Compensation: $600 per month retainer
  • Estimated Hours: 20 hours per month


Contractor is responsible for:
  • Professional liability insurance (if applicable)
  • WCB coverage (if applicable)
  • Vehicle, equipment, uniforms, and communication devices unless otherwise agreed
  • Work may include evenings, weekends, or on-call response depending on municipal needs
  • Contractor must comply with all applicable municipal policies, procedures, and codes of conduct while performing services
